It's illegal, so they run the risk of having everything confiscated and getting a hefty fine. It doesn't stop them entirely though. Once I was at the base of the NW Face of Half Dome getting ready to climb it the next day when, at sunset, a BASE jumper came screaming by, though that was before the modern wingsuits.
